It has a sealed zipper ankle adjustment so it can be worn with different types/sizes of boots. The adjustment and its elastic at the bottom not only seals it against water with the boot but is also designed to make the pants slimmer at the bottom to avoid excess of material that could cause fabric rubbing noise. The hook at the bottom of the front is used to attach the pants to the laces to hold them in place.
